How to temporarily prevent an actors normal dialogue from sh

I am currently trying to implement a crime faction reputation system.

One of the planned features is to have NPC's demand that the player leaves their property if the player is a known criminal. For this I want to prevent the NPC's normal dialogue choices for showing if the player tries to talk to them.

I know how to make the relevant AI packages but I cannot prevent the NPC's dialogue topics still being availble to the player.

Any thoughts and suggestions will be appreciated.
