Dual-wielding Character

I want to make a character who dual-wields axes. Any tips on what race would be best and any backstory/theme? I saw an awesome build in which they role-played as a guard, but that wouldn't work when wielding two axes.

But, the Forsworn attack you on sight, so that is difficult...

I prefer human races, but Orcs look cool at the recommendation of others. Not argonians though...

Orc or Nord

but my stormcloak (imperial race) duel welds axes or swords. its a lot of fun.
