anyway to the idea, in the movie the Vendo come out of the mist when its dark. and whilst i was running around throught the Falkreath woods for the hundredth time looking for a ghost i got to thinking about the fog, random encounters, and how the civil war quests work.
here is a breakdown, then ill explain how it comes together in my idea:
-random encounters: happen in the world as the player nears them, activating them.
-civil war: forts spawn a number of badies until you have defeated a sufficient amount.
-fog/mist: its around from time to time, wander Falkreath woods from time ti time at night

now how all of this come together for my idea is as follows.
A random encounter. your walking down the road out in the wilderness during the night, you spot a town in the distance and begin to make your way towards it. however a thick cloud of mist and fog comes out of nowhere and surrounds you (part of the random encounter) and soon you begin to see creatures in the mist, they attack you from the mist so you defend yourself trying to strike them down. (the civil war spawn system would continue to spawn enimies, keeping about 4 on the field at a time, and spawn them in the mist out of your "vision") after a frantic bit of fighting for your life the creatures flee into the mist and it slowly disipates. . .you know you killed many, but there are no bodies?! (after a bit the remaining AI would run out of your vision into the miss and simply disapear, the bodies would as well) you contine on down the road. . .slightly shook up over the ordeal.
