Problem is that gamesas traditionally goes with an AFGNCAAP (Ageless-Faceless-Gender-Neutral-Culturally-Ambiguous-Adventure-Person) for the players.

Because of this tradition, they will not put the PC into a place where they would be granted their own kingdom... Heck, it's noted in one of the in-game books that the Eternal Champion of Cyrodiil was virtually unknown, and that the Imperial Agent is simply referred to as "He," and only in passing. The Nerevarine is never mentioned beyond their title, ad the Champion of Cyrodiil fell off the face of Mundus (becoming Sheogorath, both in look and in personality.)
