How well tied in is this to the MQ?

We know it'll definitely be related at least slightly, do we know that it definitely isn't a direct continuation?

I would be a little frustrated if it was required to have beaten the main quest, but I'd get over it. I'm hoping no requirements or as far dragon rising.

Is that so bad though? What about Broken Steel? I think if it makes a better story they should go with it.

You probably have to at least learn you are the Dragonborn and be able to use shouts. It'd be pointless for you to fight the original dragonborn and not know you are one as well.

I dunno about that.

I mean:

Spoiler
Dawnguard required we go as far as Blackreach to finish it. And that takes you up to basically the pre-Sovngarde fight.

But, I think that was probably about the limit of how much it'd take. I mean there is no reason to go further.

Broken Steel was a special case, where it made better business sense to turn Fallout 3 into an open ended game than to avoid completion requirements.

I'd love to see DLC extend some of Skyrim's questlines and give them some much needed depth, but that wouldn't be likely to generate as many sales as something instantly accessible to more players.

Dawnguard had no requirements. The Kel was a side quest. Albeit involved in the main quest, you did not need to get anywhere in the main quest to find and acquire the Kel.
