Problem with enemies not attacking

I've started to get this bug where some enemies such as bandits/necromancers etc. aren't hostile to me. If I go up to a bandit fort for example, half of the bandits will behave as normal and attack on sight, and the other half will just stand there as if nothing was happening, until I attack them and then they start fighting me as normal. I'm thinking it's mod related and was hoping someone can look at my load order and help.
