Let me ask a dumb question about Illusion

I hardly ever dabble in magic, so I'm confused here. The school of Illusion seems unique in its level-based spells that will only affect an enemy up to level X. So does this mean that at some point, Illusion will become totally worthless to the Player when they reach a high level?

And if Illusion is not your specialty, then are you stuck with lower-level Illusion spells that don't affect any creatures around you?

What made me think of it is that I made some Frenzy potions the other day. The level cap on them is 6, and my character is level 20, so I assume they're totally worthless.

Take all the perks and your spells will pretty much effect any enemy in the game.

The only problem with illusion is that you almost have to make it your specialty.
However it is one of the most powerfull skills in the game.

Your frenzy potions won't work very well at higher levels.
With perks your frenzy spells will work on any enemy even at higher levels.
