Me and my room mates allow our downstairs neighbor to use our wifi. The problem is he downloads tons of crap all of the time and it uses up all of our bandwidth. Right now I am downloading Torchlight II on steam and it is going to take 7 hours. I can't even watch netflix without it stopping to load every 10 minutes. Are there any programs that would allow me to limit the amount of bandwidth he can use?

Don't know of any programs, but you could always plug the modem straight into your computer bypassing the wireless router until you are done downloading.

That has absolutely nothing to do with it. ALL public IPs are constantly brute-forced on popular application ports like FTP, SSH, Telnet, WINS, HTTP, SMB (Windows file share), RDP, VNC, SNMP, etc as well as easily automated Windows attacks. Without a proper firewall in place, it is a very bad idea. Usually you'll get 5 or 6 bots a day hitting up your ports and they don't stop for hours on end.
