I'm in riverwood. Early game, have gotten the claw but not done any other quests.

I have two issues with NPC interaction:

1) I can't ask Hod for a job - I know it was a known bug (ref: uesp.net), but surely by now and with uesp that should be adressed? I got the option initially but chose another topic, now the only topic I get is; "something regd. the war". It was my understanding that even when this was a known bug saving and reloading would sort it? I can still chop wood and get payed for it but still...

2) Same happens with Faendal and training - I get the option to ask for training but nothing happens (I did take his side in the related quest with Sven). Unless he actually have trained me and I did not notice (unlikely I'd say).

I am running a few mods:

USP
SkyUI
Open Cities Skyrim
Dovakin Hideout.

Game launch is done by NMM and mods have been sorted with BOSS. It all looks nice and clean and I don't think the mods are to blame here.
