Do Radiant Quests ever come back?

So I got the Radiant Quest "Kill the Bandit Leader at Uttering Hills" from Annekke and completed it. Does that I will never get this raidant quest again or it will appear again?
I'm asking this because I want to avoid this glitch "After Summerset Shadows, the Shadows replace the bandits and follow the bandits' routines. If you have an objective to kill the bandit leader here after the quest, it will be impossible to complete it as there is no leader to slay."

I'm attempting to do a non stuck misc quest, no stuck item quest Skyrim run. After encountering the many glitches I had in my first playthrough I was unsatisfied with the clutter of my inventory, the quests that I couldn't finish despite the requisites met, etc. So I made a new character and have been doing this like:

-Avoiding picking up the Talos Necklace when you enter solitude when you looted the body after the decapitation.
-Killing the guy who says to join the bard's college so that I wouldn't get that stuck in my misc quest list.
-Not taking on Skald's quests.
-Making sure Blood on Ice Quest is done correctly as to avoid Strange amulet from being stuck.
-Complete No News is Good News before before doing Battle for Solitude.
If you have completed the Stormcloak missions, especially http://www.uesp.net/wiki/Skyrim:Battle_for_Solitude, before speaking with Aldis, this quest will be impossible to finish as it would lead you to a bare area where Aldis once stood. Because of this, it is highly recommended this quest is done before finishing the Stormcloak missions.

Basically refraining from doing anything that you would normally do that will force an issue or bug if doing a normal playthrough of the game.
Cause if you don't know ahead of time, your pretty much in a world of regret.
Playing on xbox 360 so there is no flexibility around these bugs until bethesda patches them. Whenever they patch them. If they ever do....

Yes, Radiant quests will come back. I can't tell you how many times I've killed the giant at the Sleeping Tree for Whiterun...

Incidentally... the Talos Necklace you can still complete even if you picked it up first. I was stuck on that for the longest time, then somebody here told me what to do. I believe you have to talk to one of the little girls playing tag... if I'm right, she talks about her mom, and then it sends you on your way to complete it.

Talking to the little girl is how you can get the quest whether you've taken the amulet already or not.

If you have already taken it, the quest can still bug out once you get it. Roggvir's sister may not take it from you when you tell her you have it, you might not get the reward, the objectives might not get removed from your journal, etc. Granted the last time this happened to me was on patch 1.5 so those problems may have been addressed in a later patch or by the Unofficial Patch for PC (but the latter wouldn't help the OP at all).
