Just 'speculation' at this:

Cultists will attack the 'false Dragonborn' (which is you) and you'll investigate the attack, which leads you to Solstheim.

Also

You won't have to do the MQ just to go to Solstheim

There is a boat at Windhelm that will take you there, It's pre-existing so next time you go to Windhelm- make a guess at which boat it might be... Anyways, it's a 200 gold boat ride.

I dont think you need to complete the MQ just to go to Solstheim, but yes to start the DLC MQ.
