My personal best was a Thief giving me a Elven bow of Banishing.Made my day as that is one less rare enchantment for me to hunt down.

Farengar has been the best "gifter" with a large selection of Meads for one character, and the suede boots for another . I have never gotten anything with a useful Enchantment without completing a fetch quest first.
