As we know,Skyrim gave Solstheim to the dunmer after the red year so that they would migrate there instead of coming to Skyrim.
However,Solstheim was never part of skyrim or any other province so they did that on whose autority?
That must have caused repercussions with the empire and the other independent provinces of Tamriel,and the local Skaal too.

I guess I just really don't care who "owns" Solstheim. People live there, they do their thing. It really doesn't bother me that they're not in league with any faction or government.
