Questions About Scripts

I've made a few of my own mods using the Creation Kit, but most of them added in just a few small changes. I haven't touched scripts at all, mostly because they're a bit too confusing to work with. Anyway, I wanted to ask a few questions regarding scripts: 1. the lesser power Night Eye acts like a toggle, where it's enabled or disabled depending on its current state -- I'm assuming it's a script that does this. So, if I wanted to, say, make Flame Cloak work in the same fashion, I'd need to alter (copy, alter, compile, and use) the Night Eye script to work with the Flame Cloak spell (and dispel), right? 2. I'm also assuming the game engine uses a global variable to decide whether the spell is up or not; is it possible to add new global variables? 3. Can all that be gone through the Creation Kit alone, or are third-party programs required?
