So after much trial and error I finally figured out what bow my followers will use everytime for range combat. Create a more hero bow at the sky forge in whiterun. It cannot be improved, but can be enchanted. janessa from the drunken huntsman will use it always no matter what arrow combination she has. Instead of reverting back to her crappy default bow.
