For the Empire

As much as others have put down my ideas of there being at least one imperial fort or some presencei will persist in asking am I alone? Am I the only imperial legate marching into Soltheim? With the slim hope that we will find our brothers in arms or some oblivion era relics at the very least?

There has to be forts there, they have spread all across tamerial. FOR THE EMPIRE! LONG LIVE THE EMPEROR!

Agreed. Stormcloak here, and the Empire is just a bitter memory in Skyrim.
