I really hope not, this is suppose to be essentially apart of Morrowind that they're using to rebuild their ground makes little sense to have a bunch of Khajiit and Argonians running around on holiday.

Just building up from a giant disaster and recovering from an invasion I doubt their first instinct would be to enslave some more people, especially after they fought a civil war to abolish slavery.
