Yes you can by completing his questline, but the enchantment is very bad unfortunately. It only gives 75% bonus Magicka regeneration. Still awesome looking though.

Not that I know of. The model also looks jacked up on female characters.

It's less than I would have hoped for, but it's cool enough that I may sacrifice optimization for style points.
