Scripting: Detect a skill advancing. Possible? Other options

Hey guys, I'm combining two skill trees to make way for a new one, and I need to work out the logistics. I'll be combining Pickpocket and Lockpicking into a single skill called "Thievery".

My plan is thus:

1. Move the perks from Pickpocket to Lockpicking. This is easy enough.
2. Make the pickpocket skill level no longer modify your chances of picking pockets. Reasonably sure it's just a variable I can change.
2. Here's the hard bit: write a script which detects when pickpocket advances. The script would then note how much it advanced, remove that same amount of advancement, then cause Lockpicking to advance an equivalent amount instead.

The problem is, I'm not sure how to attach a script to a whole skill tree, if it's even possible.

I'm open to other suggestions as well.
