As title says. How can i get english version of skyrim in eastern europe(Latvia).

I read somewhere that gamesas made some deal with russian company that gives them rights to distribute the game here thats why we cant have it on steam like normal people.
If by magic i manage to find 1 of these russian version of skyrim somewhere here(very low chance).
How can i convert it to english?
Will i get updates from steam/how do i get updates?
How do i get expansion packs?

I bought mine here:

they sent me key by email, I activated it on steam and got proper, English version.
