in Ironbind Barrow the final boss has a unique name but when i checked it in the editor it is a lvl draugr. I don't see anything that's different then any other encounter, can anyone tell me how this is done?

It is achieved with Alias'. You can set them up to use text replacement. The downside to this is that any actors who undergo a name change will keep that name permanently, even after being removed from that Alias. Their names would be subject to change if they were put into other name changing Alias' though.
