I've destoryed about 30 cars for Sally and I stil can't get together with Elizabeth about the prison or something because the walkthough doesn't show it. How can I get ammo for my car? How can I get together with Elizebath at the bar? I'm lost

Your timeline there is TOTALLY messed up.

-Sally has NOTHING to do with talking to Elizabeth. Sally gets you money and racing certificates.
-Ammo for your car is bought a a shop, you can go to Rusty's and the shop.

-Elizabeth is at the bar since the beginning of the game, but is NOT part of your mission/story until you are told to go to her. I believe Kvasir tells you to go to her at some point. Ah yes, I believe it is after you have the toxin dart things that he makes for you.
