Does anyone know the Quest ID for the "Assist the People of Haafingar" quest required to become thane? I couldn't find it on UESPWiki.

I've run into a bug where that quest won't initiate. From a google search, the problem seems to result from having completed the "The Wolf Queen Awakened" before completing Elisif's horn quest. Since the quest won't initiate, I can't become thane, which is annoying. I could reload, but I've done too much between completing those two quests - I don't want to redo it all. I've also helped well over 5 people in the capital already. I want to use the consol to have the "Assist the People of Haafingar" quest as completed, so I can go to Elisif and get the sword and title.
