In Skyrim can i get all of the guards armor if im a stormclo

I noticed many unique guards and there cities armor dispeared when the stormcloaks took over the cities anyway to fix this?

Maybe if you complete the whole civil war questline, or use some console commands if you're on PC. Other than that, no.
