AI package refresh

I know this has been asked before but I can't find anything in the search. I have about 10 NPCs with various Eat, Sit and Patrol packages in a market area. A fight breaks out and the NPCs stop what they are doing and watch. When the fight is over they don't return to their packages just stand there. How can I get them back on track?

Have you tried calling http://www.creationkit.com/EvaluatePackage_-_Actor on these actors?

So I just add this as a script NPC.EvaluatePackage() to the actors who are present?

Well, this shouldn't be necessary actually. I'm having a hard time believing vanilla NPC's have this on them for any time Package interrupt's are run.

What is causing them to stop their old packages and watch the fight?
