I have this FrostAtronach, and on his PowerAttack I have a spell attached. Everything works right, except I'm trying desperately to PlaceAtMe a FrostBlizzard03 Hazard as the result of the script, to no avail. I've tried placing it using a scripted effect on the spell's magic effect, placing it from the ImpactData, placing it from the explosion, and even placing an invisible object from the explosion that in turn OnLoad() places it and does some resizing magic.

NOTHING WORKS

This is really driving me crazy.
