I've had warzones installed, and also a mod that populates towns and cities with randomly generated people. But I felt warzones added too much, and the other mod had a bug where some NPCs got different skintones on their face and body, and it populated the village inns too, with the wrong kinds of people.

I wonder if you know any good mods that adds more, but not A LOT more spawn points to Skyrim. A few more travellers, some more Imperials and Stormcloaks fighting each other, some more NPCs in cities etc. As light and bug-free as possible.
