This is a strange bug. Because it has negative values, there's no shout cooldown. Is there a console command to reset this? Much appreciated thank you.

What mod are you running that affects cool down timers. Because, until you figure that out, the console is not going to help you, for long anyway.

Besides, the Cool Down timers are not Global, but tied to each Shout. So, this has to be changed in the editor.
