The vanilla Steel cuirass comes in two versions, neither of which has long sleeves.

Vanilla Steel Plate does have long sleeves.

I don't know of a specific mod that adds long-sleeved Steel armor to the game, if what you're looking for is the same as vanilla Steel in terms of crafting and stats but just a different design. That doesn't mean there isn't one, I would suggest looking through the Armor category at Skyrim Nexus. Someone else may be able to direct you to a specific mod though.
