Hello everyone,

I was wondering if anyone has seen this besides me. I searched but couldn't find any topics on it. I was walking towards Falcreath from Pinewatch when suddenly a spectral horse and rider come barreling down the path. It was extremely neat. But they were riding so fast that I couldn't see if I could interact with them in anyway. They just continued riding until out of sight.

Is this just a random NPC they put into the game, or is it quest related?
