It's amperage that kills you, not voltage. Though Voltage does seem to play some part (basically, the higher the voltage, the more likely it's also carrying a higher amperage as well.)

The reason most people think it's volts is because of the safety guys who wrote up the signs. What sounds more imposing? DANGER- 1,000 VOLTS or DANGER- 3 AMPS? Whoever decided to make those signs really knew human behavior: "Three Amps? So what?" "A thousand volts? Staying away from that!"

By the way, it takes about .1 of an Amp to cause the heart to stop beating and kill someone.
