so i got the 24 stones but the quest says i need 25..is this a glitch or am i missing something?

if you have 24 that should be all of them, go talk to the quest giver she will tell you if you have them all(i think)

If you gather all 24 stones before getting Vex to identify them it won't advance to the stage where you need to turn them back in to her and your journal will still say to recover the gems (24/24).

Never heard of a glich saying you need 25...

well i just tryed and reload an earlier save when i was at 23 stones and went to vex she said get 24 stones and the quest popped up and it said i had 24/24 but i cant turn it in...
