Okay, I've read elsewhere that items with the Muffle enchantment are extremely rare and get more rare as you get higher in levels. Is that the case?

Are there any places to find boots (only item i know of) with the Muffle enchantment THAT ARE DISENCHANTABLE. I have not run across the item in the past three playthroughs

I would use one of the (now deceased) dark botherhood (oops brotherhood) clothing items but those are not disenchantable.

also, is there a was to get the enchantment on the Champion's Cudgel besides off of the Champion's cudgel? i'd like to know before I disenchant it.
