Dragons become almost as annoying as cliff racers and I also don't like most of my characters being the dragonborn but I want to finish the civil war questline. Is there a mod that allows you to start it without starting the main quest too? Would forcing the quest to move ahead via console cause problems?

You don't have to start the main quest to participate in the Civil War.
