Not so sure about major huge open world PvP area. Simply because... how? We already know the game is designed to show approx 200 characters on screen and be able to run smoothly. This sound like a lot and usually it would be at least enough, but with the megaserver technology where every single player is playing on the same server, this number is really small.
I have read recently that they plan on having players sign up for campaigns revolving around fighting for various zones in Cyrodiil. I have also read that players will be penalized for "switching campaigns". Does this mean Cyrodiil will in fact be heavily zoned? Will players be able to enter Cyrodiil on their own, without signing up for a specific campaign? There is a big difference between being able to choose to help your faction by participating in a huge battle or by roaming the land hunting for targets of opportunity, and being forced to participate in specified circumstances.
And if players will be able to just go to Cyrodiil and do their own thing, what is preventing impromptu armies of players just duking it out in the open and, eventually, overloading the capacity of the server/graphic engine?
So basically, the more I think about what can and cannot be done in the context of the megaserver idea, the less I believe there will be open world PvP in the sense people think of it. To this date, only EvE Online managed to pull off the "megaserver" technology, but that game still is relatively niche and even with the relatively low number of concurrent players (~10,000 playing at the same time) and a huge playing area (~8,000 star systems), massive lagfest battles were and are common, and there have been PvP battles involving literally thousands of players.
One could only imagine how quickly things would go down the drain with the popularity ES games enjoy (and subsequently larger player base for ES:O), if there really was open world PvP area available to ALL interested players on the megaserver. So what I think we will get instead is a "gated" faction warfare system, where Cyrodiil will not be accessible to players at large, but only via campaigns, so that you will be able to fight only in your designated area. Campaigns will likely have player caps, so that you will not be able to just hop in any one you like, but will have a choice between waiting in a queue, choosing a less busy campaign or they will simply instance campaigns to accommodate all players (the last one is a *really* bad idea because it would totally demolish any sense of accomplishment for players).
