Serpentine Dragons to start showing up? Because im in the high 40s on rank an the only Serpentine Dragon i've seen is Sahrotaar. Does anyone know what level range these dragons start showing up on?

I though they only appear as unique dragons. In the multiple playthroughs I have seen, I saw only him and a Serpentine Dragon at Saerings Watch.
