I have Sapphire Radeon HD 7970 and Catalyst 12.10.
I noticed flickering from light sources when Vsync is enabled.

• Vsync enabled in the application and disabled in Catalyst causes severe flickering.
  
• Vsync disabled in the application and enabled in Catalyst causes mild flickering.
  
• Vsync enabled in the application and enabled in Catalyst causes severe flickering.
  
• Vsync disabled in the application and disabled in Catalyst causes NO flickering.

I tried the latest Catalyst Beta driver but it did not help the issue.

Anyone else experienced a similar problem?
