I am doing the main quest the falling and when you call the dragon he doesn't show up. The Jarl just keeps saying I hope you have a way to call the dragon. Do I have to stand a specific place or am I just not able to complete the quest. I am currently level 57 and hoping not to have to restart the game.

Well you have to be on the balcony.
Make sure to shout right into the sky, and the shout doesn't hit a wall or something. Hold it down to use all three words.
He takes a while to show up; just give it five or ten minutes. He took about seven minutes in my game, give or take, and took about three in a different one.

Yeah make sure you are on the balcony and I always shout up and to the right a bit, (thats the direction he usually comes from)
