[IDEA] Blood Magic - Spells That Use Health

I had an idea for a mod that would create a new school of magic called Blood Magic, that runs of off health. It would be a skill like any other with its own tree, experience gaining, ranks counting towards your level, etc. It would not take the place of any vanilla trees.
I was wondering:
a) Would there be interest in this?
b.) Does anyone have some cool ideas for spells?
c) Ideas for perks?
d) Should I include rituals?

What I mean by rituals is that in Skyrim you will frequently find practitioners with circles of flame, pentagrams of soul gems, etc. indicating that they have been performing rituals. Unfortunately, they seem to do diddly and the player can't do them at all. I was thinking it might be cool to have a magical laboratory wherein the player can perform various rituals that are detailed in rare books. For example, you might be able to meditate for 12 hours in a pentagram of grand soul gems, sacrifice 50 health capacity permanently, and bind an essential Dremora Valkynaz to be your minion. Or you could do something similar and kill someone from the safety of your basemant. Maybe it could even involve ritualized contracts with Daedric Princes. I dunno, I'm just spitballing. Anyhow, I think it would be super neato, and if you agree and have some input just jot it down here. I have a major project going, but it will probably be finished for a while sometime mid February and I'll be looking for something to do. This might be interesting.
