At lower levels, turn down the difficulty. As things get easier *stonger spells/perks/enchantments*, turn the difficulty up.

Skyrim has poor scaling when it comes to magic damage ect.

Illusion and Conjuration. Master those two skills and you will be a God.

Use spells like Fury to get the masses narrowed down to one and let a summon or raised dead finish them off.

The main thing is do everything to keep from getting hit. This includes running.

In order to get anywhere with Destruction later on, you're going to have to do one or more of the following:
1) use Enchant or get cost reduction items
2) get the Impact perk so you can stunlock everything and keep yourself from dying
3) use Conjuration and Illusion to augment for the less than ideal damage dealer that is Destruction
4) Potions. Lots of them.

I hardly can kill someone and everytime i ran out of magic

First, change your technique slightly.

When you use Flames/Frost/Sparks, do not spray your opponent continuously. Instead, use small puffs to just light them up. When they get touched by concentration spell, they continue to get damaged for 1 second, whether or not you are spraying them with more magic. Now, you will never run out of magicka. You shouldn't, anyway.

Get Apprentice level spells Firebolt/Ice Spikes/Lightning Bolt as early as possible and start using them. This will kill your opponents quicker in small battles, and lets you gain experience quicker. When you run out of magicka, revert to Novice level concentration spells.

Invest heavily on Magicka, and less on Health and Stamina. You might have noticed that you do not get damaged when you are using magic. It's because all magic is ranged. Sword carrying enemies will die before having chance to damage you. Trolls, Giants and Draugrs will not have a chance to hit you.

To feel strong while playing magic, I recommend that you wear robes. Robes give you faster magicka regen. Better magicka regen makes a huge difference. Get best the college robes you can afford. If you want to focus on Destruction, I recommend that you wear Novice Robes of Destruction, Apprentice Robes of Destruction, Adept Robes of Destruction, Expert Robes of Destruction, or Master Robes of Destruction. Better Robes become available as you level up.

Ignore Vaen's suggestion. He probably picked up the saying somewhere but did not interpret it correctly. When people say Destruction magic has poor scaling, they mean it starts out strong and feels weaker in later game. I recommend starting with Adept.

I have more suggestions for new magic users here: http://www.gamesas.com/topic/1387285-guide-for-new-mages-pure-destruction-opening/.

Get Bound weapons. They are nice and increase your Conjuration as you mow down opponents.
