For weeks I have been searching for the .ini file so I can turn off the border regions but all has failed . Is this possible in Skyrim and if so would anyone know where it is ?

It's in the "My documents/My games/skyrim" folder.

In skyrim.ini, the

[General]
bBorderRegionsEnabled=


is what you need to have. Set it to 0 or 1, I can never remember which is the correct one.
