So in the game, the amulet of talos resemble a shape of a sword or something like this

but according to the concept art that they had. it supposed to have the blade shape at the bottom of the amulet like this pic

so did they remove the bottom part because they changed the design? or was it because they try to go with the story by saying that all amulet of talos in game are being cut in half because of the white gold concordat that outlaw the worshipping of talos?

That's Concept art it's supposed to look cooler.

Heh. "Concept" is the operative word. A good concept artist can get the style and tone/look/feel to inspire the graphic artists, but there is not often a perfect match up between what can be done in a drawing or painting and what can be created in the art tools to show up in game.
