Using windows 7 64bit, Radeon HD 5970 12.10 driver

I've tried various settings but this weird circle keeps cropping up on the surface of water, I do not know whats causing it as I've tried every graphical setting imaginable at this point. It also follows my character around when I move like my character is somehow the point of this graphical defects origin. I've been playing the game for around 50 hours now but the problem didn't crop up until I was exploring the Morthal swamp area.

When crossing the stone bridge there, or by standing on the ice near the shores of the town this ring thing sporadically pop out of nowhere. If I wait like 20-30 seconds it disappears but it seems to reappear randomly if I get close to the water again. If I go inside the water it will go away after 20-30 seconds again, but again it just pops back up out of nowhere at what seems like random.

Is this a known issue crossfire issue or something? The games been out for a really long time, its shocking to me that something like this could still exist....
