I decided to step away from ENB for a bit for better performance (going to miss the shadows, god rays and reflections ). Anyways I'm looking for something to limit my fps because without a limiter I get horrible micro stutter.

I found http://skyrim.nexusmods.com/mods/34 but my game crashes as soon as I try to run it. Is there something I'm missing or is there something else?

If you have an Nvidia GPU, you can limit the framerate through Nvidia Inspector. If not, my friend has always used Dxtory with success.
