Got this bug recently:

a few weeks ago i removed the CK files from my Skyrim directory, and started the game right after and noticed these strange marks so i put all the creation kit files back( at that time they were still in my recycle bin and not completely deleted) so i put them back and everything works fine, no $ anymore...

Today i was just hammered and a bit out of it, so i ''accidentally'' deleted them again...

opened skyrim the next day and there it is again, so i install the CK all over again, (not the same exact files that were there before) still the $ was still there... dunno what else to do
i thought i'd ask here before trying to reinstall, it doesn't even make sense? i've used the creation kit a hundred of times before and never encountered this bug, i'm i missing something here?

First thing, uncheck all your mods and see if you get the same weirdness.

This looks like a UI mod went beserk, and I know those install differently than most mods do, so you might try reinstalling your UI mod.

Oh, by the way, if you want to remove a program, Uninstall it, don't delete the files. That will just cause all kinds of problems. Same thing with mods, use a mod manager to handle the install and uninstalls of your mods.

If by UI you mean mods like SkyUI then no i don't have that one, Don't think i have anything major... only simple mods, anyway uninstalling all of them didn't work. gonna try reinstalling the whole game...

Turns out when i removed the CK files i also removed this : Data/Interface/Translate_ENGLISH.txt
Which is originally part of the game it seems.

Yea should be more careful when i remove stuff next time.
