I'm talking about the player made guilds. Let me explain a lil more if the title didn't make any sense. Will people in the Ebonheart Pact be able to join a player created guild in the, let's say Aldmeri Dominion? I personally think not. I believe that it will be like (I'm not calling this a clone in anyway) WoW where Horde joins Horde guilds and Alliance joins Alliance guilds.

no, guilds are factionlocked aswell, and you cant talk to other faction players, wouldnt make sense to join a guild of another faction
