My Game seems capped at 32.0 fps?

I cannot figure this one out, my skyrim appears to be hard capped to 32 FPS...

Hell it wasn't always like this just yesterday it was running at 30-60 FPS depending on how much was happening around me in game. But now my framerate will not climb above 32 fps for anything.

So what have I done to try and get a higher FPS...

Checked that V-sync was forced, it was not,
Monitor refresh rate in display properties is 60hz (LCD displays)
Driver settings returned to defaults...
used Nvidia inspector settings returned to defaults for the default profile and skyrim's profile.
Turned off all mods
enabled/disabled ENB (Configured to a 60 fps cap anyways...)
Made sure "iPresentInterval=0" was under [Display] in SkyrimPref.ini
System temps are good on all devices...

So I'm at a loss here. Why am I only getting 32.0 FPS at the absolute highest?

Are you dropping below 32 FPS occasionally? Or is it a constant, fluid 32 FPS no matter what? If the latter, then maybe the game simply doesn't update the FPS counter beyond a certain value 32 FPS is enough for perfectly fluid gameplay.

What kind of software are you using to identify framerate?

Its a constant 32.0 fps. Which means its being limited somehow. Skyrim is supposed to cap at 60 if anything, and just yesterday I was getting 60 FPS, but I can't figure out what changed.
