Can't become thane of solitude

so I've never wanted to own proudspire because it was in an Imperial city, after the civil war quest i've changed my mind but now I go to Firekeeper or what ever the servants name is and he only talks about the war with no prompt for "The man who cried wolf" quest. please tell me It can be fixed.

I'm on ps3 if it makes a difference, i've checked the bugs for it an have seen nothing about that so what's wrong?

I think you have to have the misc quest. I could be completely wrong on that though. Ask Jarl Elisif, maybe she had a quest for you.

Have you finished the first quest (burning of King Olaf) for the Bards College ?

You could try talking to the bard at the winking Skeever.

And the quest won't start without the guy from Dragon Bridge asking for help..

there we go, nothing was happening so I waited about 73 hours and than finally something happened, not sure what changed lol

edit: oh and sat in the throne chair lol
