Best AMD VISION Engine Control Center Settings Performance

I have an hp pavilion dv4 notebook pc with:
  • AMD Athlon II Dual Core M320
  • 2.10 GHz,
  • RAM 3,00
  • Windows 7 ultimate 32 bit
  • ATI mobility radeon hd 4200 series.
I play games in low settings and they run decently with nice fps, and i got used to it, i know its not a gaming notebook and buying a new one is currently impossible for me, so i would like to know the best settings i can use in "AMD VISION engine control center" for best performance and best fps regardless of quality! settings like the SMOOTHVISION HD, Catalyst AI, Mipmap, vsync, opengl, etc. Exclusively for Skyrim.

If there is anything else you need to know about my pc specs just tell me and ill put them.

PD: What could be done to my computer to make it more suitable for gaming? I heard this particular notebook has somethings already integrated that cant be changed like the processor or graphic chip. What can i change? And for what should i change it for?
