As the title asks. I find it strange for as a lizard race, they are surely cold blooded. A fact born out by one of the mages in Ustengrav who says to his confederate "These thralls of yours are slower than an Argonian in a blizzard!". As Windhelm is one of the coldest cities in Skyrim it would make more sense if they lived futher south in say Riften !
